Component 4 - Decentralization of
Water Resources Management

© Dierk ScluetterFollowing the establishment of the Water Law in 2002 the Yemeni Government requested the German Government to assist the National Water Resources Authority (NWRA) in its task to decentralize water resources management at the basin level. NWRA’s strategic framework for 2005 2009 clarifies the authority’s tasks and provides a frame of reference.

Achievements in Phase I (July 2006 – June 2009)

Basin Water Management Committee

  • Discussions, workshops and meetings at the district and governorate level regarding the role and functions of water basin committee, local authorities, NWRA and Water User Associations (WUA)

  • Model for decentralised water governance established in cooperation with the Ministry of Water and Environment (MWE), NWRA and Ministry of Local Administration (MoLA)

  • Preparatory committee of water sector entities and government leadership holding weekly meeting established and chaired by NWRA

  • Establishment of Basin Water Management Committees in Abyan and Amran

  • Capacity development of Basin Committees in all aspects of water supply issues and IWRM through field visits, lectures and workshops

Water Resources Management Plan

  • Pre-talks and discussions with governorate leadership re water resources management plan

  • Analysis of hydrogeological data together with NWRA

  • Multi-stakeholder dialogue, formulation and validation of water resources management plan din cooperation with NWRA

  • Preparation and distribution of awareness materials (maps, posters, water mascot, films) for water education and annual World Water Day together with NWRA

NWRA

  • Establishment of NWRA units in Abyan and Amran

  • Developing of awareness materials in conjunction with BGR and NWRA

  • Cooperation with Groundwater and Soil Conservation Project (GSCP) for the establishment and capacity development of Water User Associations (WUA)

  • Training of NWRA staff in community-based groundwater management and conflict mediation

  • Supervision of IWRM students at the Water and Environmental Centre (WEC) with regard to applied research in Abyan, Amran and Sa’dah basins

Outline of phase II: July 2009 to June 2012

Component objective

In selected water authorities, responsibility for water resources management has been delegated to selected water basins according to the National Water Sector Strategy and Investment Plan (NWSSIP).

Indicators

  • The basin water committees in Abyan and Amran perform their tasks (planning, monitoring, coordination) in line with and according to their mandates and water basin management plans (comparison of committee tasks with minutes of meetings).

  • The financial management of at least 3 water basin committees has been consolidated (comparison of budget and activities).

  • At least three regional units of the National Water Resources Authority (NWRA) have been established and are operational as per NWRA mandate.

  • At least 75 % of members of the local councils (councils at governorate level) assess the work of the basin water committees positively.

Approach
The team of advisers provides sectoral and methodological support to NWRA and local authorities in setting up decentralised, organisationally and financially consolidated water resources management. This is achieved primarily through sectoral advice, networking services and programme-based financial appropriations. Water management planning is also supported with sectoral advice at water basin level. Stakeholders will use the outputs to build up regional organisational capacity for water management in water authorities, draft plans of action and implement and monitor selected pilot measures. In accordance with the National Water Sector Strategy and Investment Plan (NWSSIP) responsibility for water resources management will thus be delegated to selected water basins.

Results achieved so far in Phase II

  • Value-based teambuilding of Basin Committees conducted

  • Water Bylaws formulated, discussed and prepared for cabinet degree

  • Legal feasibility study carried out for annual budget and recurring expenses for Basin Committees in cooperation with Ministry of Finance

  • Preparatory Basin Committee for Lahj Basin established

  • Decentralized water management structure formulated, discussed and finalized together with the relevant ministries and authorities.
